Legalization of Recreational Marijuana Use in California Denied

Proposition 19, also known as the Regulate, Control and Tax Cannabis Act of 2010, was defeated during the November 2, 2010 California statewide ballot. Even though this was voted down, the use of medicinal marijuana with a prescription remains legal in California.

If approved, this bill would have legalized a variety of marijuana-related activities (cultivation, distribution, sales, use, etc.) in California. This would have allowed local governments to regulate these activities by permitting the collection of marijuana-related taxes, fees, and authorizing various criminal and civil penalties.

Many Proposition 19 supporters are outraged that the state, which is undergoing one of the worst economic downturns of the country, was denied the ability to tax the sale and the cultivation of the substance that they believe will be sold and used regardless of legality.

Those opposing proposition 19 believe that legalizing marijuana for recreational purposes would be harmful to the general population and the overall economy of California. Community leaders and educators worry that the legalizing Marijuana would send a misleading message to the youth of California that marijuana is safe and harmless. The general consensus from the counselors and staff at the many Utah drug rehab centers is that legalizing marijuana would continue to negatively impact the lives of thousands of individuals nationwide.

Marijuana is currently classified legally as a schedule 1 substance. According to research conducted by National Institute on Drug Abuse (NIDA), marijuana use during adolescence, a critical period for brain development, is associated with poorer performance on thinking tasks. This includes reduced psycho-motor speed and lowered complex attention, verbal memory and planning skills. These results continue to be evident months after stopping marijuana use. Even though adolescents achieve partial recovery of verbal memory functioning during the first three weeks of abstinence from marijuana, complex attention skills remain affected much longer. This research is seems to support the claims made by long time advocates of Amotivational Syndrome. According to this research adolescents who smoke just on weekends did not develop normal clinical motivation – defined by the willingness to work for reward.

Drug rehab centers throughout California and Utah treat numerous clients for marijuana dependence each year. Because the effects of Marijuana are not as strong as other drugs, habitual marijuana users are often able to hide their dependence for longer periods of time. However, when these users try to quit as they are faced with cultural, health, socioeconomic, legal and or family pressures, they discover their dependence. While some users who have relied on marijuana as a self medication for stress and other problems will be able to quit, many others find they need to seek help from, counselors, intensive outpatient programs and residential drug rehab programs. At Cold Creek we regularly treat clients who have unsuccessfully attempted lower levels of treatment for Marijuana dependence. The individuals we have treated for marijuana addiction have a better than ninety percent sobriety rate, demonstrating that even though marijuana is addictive, the treatment outcomes are very good.
